Sets out reporting requirements. Directs the State to terminate its lease of the Riverside Golf Course upon notice. Prohibits the sale, lease, or disposal of the Indian Cultural Center or Riverside Golf Course property until the Oversight Committee makes recommendations from the study and the General Assembly enacts legislation on the issue (previously authorized disposal of the property). Makes conforming changes to the bill title.

Amends GS 71A-3 to provide that the Lumbee Tribe enjoys all the rights, privileges, and immunities as an American Indian tribe (was, as citizens of North Carolina).
