Amends GS 136-211(b) to provide that Rural Transportation Planning Organizations will include representatives from contiguous areas in three to fifteen counties, or a total population (previously, from contiguous areas in three to fifteen counties, with a total population) of the entire area represented of at least 50,000 persons.
