    Enacts new GS 115C-81.5 (Release Time and Elective Credit for Religious Instruction), providing that local boards of education can adopt policies allowing students to attend classes on religious instruction, conducted by a private entity, at an off-campus non-school property location during the day if the policies contain seven requirements, including that the student's parent or guardian provides written consent to the school and no public funds from any source will be expended for, and no public school personnel will be involved in, providing the religious instruction.

    Local boards of education can award high school students no more than two elective course credits for the completion of such classes as described above.  Provides criteria that local boards will consider in determining whether to award course credit for religious instruction courses.

    Effective when the act becomes law and applies beginning with the 2013-14 school year.
