    Amends GS 130A-382 to provide that the Chief Medical Examiner must appoint two or more (previously, was required to appoint one or more) county medical examiners for each county for a three-year term.

    House committee substitute makes the following changes to the 1st edition.

    Deletes the proposed changes to GS 130A-379 and GS 130A-385.

    Amends GS 130A-382 to require county medical examiners to complete annual continuing education training that includes training on sudden unexplained death in epilepsy, with newly appointed examiners required to complete the training within 90 days of their appointment. Requires guidelines to be published and annually updated on the Office of the Chief Medical Examiner's website. Allows revoking a county medical examiner's appointment for failure to adequately perform office duties after giving written notice of the basis for the revocation and an opportunity to respond.

    Changes the act's effective date from October 1, 2015, to January 1, 2016.

    Changes the act's long title.

    Amends GS 130A-379 to require the Chief Medical Examiner to establish a sudden unexplained death in epilepsy (SUDEP) training program to educate medical examiners, and standard protocols governing medicolegal death investigations involving seizure disorders in order to identify SUDEP as a known or suspected cause of death. 

    Amends GS 130A-385 to require the Chief Medical Examiner's inquiries about the cause and manner of death for each death under investigation to include an inquiry to determine if death was a result of a seizure or epilepsy. Specifies actions that must be taken if the autopsy findings are consistent with the definition of known or suspected sudden unexplained death in epilepsy. Makes language gender-neutral.

    Effective October 1, 2015.
