    Amends proposed Section 2(4) of Article VI of the North Carolina Constitution to require that the General Assembly enact laws governing the requirements of the required photographic identification, which may include exceptions. Makes additional clarifying changes.

    Adds a section amending Section 3 of Article VI of the North Carolina Constitution to require that voters voting in person present photographic identification before voting. Also requires that the General Assembly enact laws governing the requirements of the required photographic identification, which may include exceptions.

    Makes conforming changes.

    Subject to voter approval at the November 2018 election, amends Section 2 of Article VI of the Constitution to require every person offering to vote in person to present photo identification before voting in the manner prescribed by law. If the majority of votes cast approve of the amendment, the amendment is effective upon certification by the Bipartisan State Board of Elections and Ethics Enforcement.
