Directs the Committee to study and make recommendations on four topics, including improving the required civic literacy course, and how the course can enhance students' financial literacy and understanding of the principles of economics. Provides for the Committee's meetings, administration, compensation, and support staff. Directs the Committee to submit a final report to the Senate and the House of Representatives on or before May 1, 2018. The Committee terminates upon the filing of its final report, or on May 1, 2018, whichever occurs first.
