Authorizes the Department of Health and Human Services (DHHS), Division of Mental Health, Developmental Disabilities, and Substance Use Services (Division), to establish the North Carolina Mental Health and Psychedelic Medicine Task Force (Task Force) to engage in the four described tasks, including addressing the potential use of psychedelic medication in addressing the State’s ongoing mental health crisis, and to consider legal and regulatory pathways to the legalization of psychedelic medicines in the state and the potential effects of the medicines on public health. Provides for membership of up to sixteen members, as described, including up to three members selected by the Task Force once assembled. Provides for a chair, vacancies, per diem, subsistence, and travel allowance. Requires the Task Force to meet at least four times, ensure members are available for legislative hearings, and submit a final report on its study, including any legislative recommendations, to the General Assembly by December 31, 2026. Sunsets the Task Force on the filing of its report or on December 31, 2026, whichever is later.
